《英华沉浮录》二卷《杂谈英国名文章》说罗素（Bertrand Russell）妙笔生花，文章又脆又有风格，无一冗笔。不少语文有兴趣的朋友读了奇，纷纷重翻罗素的着述。最近，远在国的范公影印了一九五八年九月五日罗素致《泰晤士报》的一封信，英国内政部刁难着名国化Linus Pauling 一提严正抗议。范公说，此信流露罗素典型的文笔，简明流畅，不见经营，竟见文采。

Linus Carl Pauling一九零一年生於国奥冈州，一九二二年入加州理工院，毕业留欧洲，一九二七年回理工院执教，历三十五年。他研究化键（chemical bond）绩辉煌，一九五四年诺贝尔化奖，表扬他人类“了解遗传疾病的化原理”建树至钜。他藉着己的科知识术名望，积极鼓吹他的政治信念，运动维护世界平，反核爆，一九六二年诺贝尔平奖。罗素在信说，Pauling 八月三十一日英国，准备九月十五日在伦敦化演讲，九月二十一日参加核裁军。他了伦敦机场就给移民局隔离查问，儿子接机不让知父亲的行踪。移民局不相信他有化的邀请信，他说摆在皮箱有关。移民局说他撒谎，最通知他九月十五日必须离境。Pauling 说赶不及；他给他延长一。他说：我不准外人英国参加公众聚；议是反政府政策的就更不准。

罗素信说：英国政府此举令人指。Pauling乃界巨擘，英国许术机构他推崇备至，今竟任由无知官员恣意侮辱，实在失礼。此其一。（“This a by the British authorities is shog. First, for the gross discourtesy of subjeg a man of great intellectual eminence, who has been honoured by many learned bodies in this try, to insuit at the hands of ignorant officials. ”）罗素说，国麦卡锡主义早已奄奄一息，吾人却不不相信我国竟步其尘，逐其遗风（“In the Uates McCarthyism has lost its vigour, but one is pelled to believe that it is being taken up in this try ”）。他说，知Pauling 政府政策既此，言论由已形同敝屣，所剩者乃支持政府由耳。此其二。罗素最指：其三，核子武器一，政府甘授人柄。世人必认定国策使，博闻士殊难苟同矣。政府的意旨不外是说：“民主诚行，惟应无知民主限，盖吾人国策乃通民主所不容国策”（“Third, on the particular issue of nuclear ons the Gover have laid themselves open to very demaging criticism. It will be said that they know their policy to be such as no well-informed person could support. Apparently their watchword is : '' Democracy, yes, but only ignorant democracy, for our policy is one whio well-informed democracy would tolerate''”）。
